Can You Register a SIM Without a Valid ID?
Lawful options when you do not have a physical ID card, including the Digital National ID, ePhilID, assisted registration and the rule for minors.
An adult cannot lawfully bypass identity proof in the standard SIM-registration process. RA 11934 and its NTC rules require a valid government-issued ID or similar government document with a photo. But you may not need a plastic card: the PSA says the physical National ID, National ID in paper format (ePhilID) and Digital National ID are all valid proof of identity. Use a format accepted by the carrier’s current form or ask its official assisted channel for help.
What is legally required?
The SIM Registration Act requires an individual end-user to provide accurate personal information and present a valid government-issued identification card or another similar government document with a photo. The NTC implementing rules also direct carriers to verify submitted information.

Use the Digital National ID safely
Open the official source
Use national-id.gov.ph or the official eGovPH app. Do not enter identity details into a social-media form or sponsored lookalike page.
Access or download your own ID
Complete the PSA’s identity check. The PSA says a registered person may download the Digital National ID; it recommends downloading rather than relying only on a screenshot.
Confirm the details and QR result
Check that the name and demographic details are current. PSA says the QR can be authenticated through National ID Check at everify.gov.ph/check.
Select National ID on the carrier form
Use the carrier’s exact current option and upload or present the official format as instructed. Do not crop away the QR or alter the image.
Complete the carrier’s own verification
Provide truthful form details and the selfie or liveness check displayed by the official carrier platform.

How to get the PSA-issued paper National ID
If you are already registered with the National ID system, PSA says you may visit a National ID registration center and bring your transaction slip to request the National ID in paper format. Availability and required retrieval checks are controlled by PSA, so use its current registration-center list.
When to ask for assisted registration
- The official portal does not show the government ID you actually possess.
- A genuine Digital National ID or ePhilID repeatedly fails upload or authentication.
- You use assistive technology or need accessibility support.
- Your legal name or demographic data changed and no longer matches the identity document.
- The registrant is a foreign national, juridical entity or other category needing documentary review.
Smart’s published registration terms identify retail stores as an assisted channel. Globe’s current help directs unresolved registration problems to its official support or stores. DITO provides help through its official site/app. Availability varies; confirm the channel before travelling.

If a valid document is rejected
Read the exact error
Determine whether the failure concerns document type, image quality, data mismatch, QR authentication or selfie matching.
Compare the live ID menu
Select the correct document label. Do not describe one ID as another to make the upload pass.
Retake a truthful, complete image
Use good light, show all edges and preserve the QR and security features. Do not retouch text or a face.
Correct genuine form mistakes
Match the legal name, birth date and other data on the identity record. If the ID itself is outdated, update it through the issuing agency.
Escalate through official support
Ask the carrier for assisted validation. Use the ID and selfie error guide to document the failure safely.
Shortcuts that create bigger problems
- Buying a SIM advertised as already registered;
- Using a parent’s, spouse’s or friend’s identity for an adult user;
- Uploading an edited, expired or fabricated document;
- Paying a stranger to register through a private link;
- Sending an OTP, ID image or selfie through chat; or
- Printing the Digital National ID as an unofficial PVC card.
Frequently asked questions
Which National ID formats can replace a missing plastic card?
The PSA-issued paper National ID/ePhilID and Digital National ID are valid proof of identity, subject to authentication and the carrier’s supported capture method.
Can I use a screenshot of the Digital National ID?
PSA says a screenshot is possible but recommends downloading a copy. The carrier still controls its upload and authentication method.
Can I print the Digital National ID on PVC?
No. PSA says unauthorized PVC or plastic printing is strictly prohibited and such a copy is not accepted as proof of identity.
Is a birth certificate enough?
Do not assume so for an adult because it generally lacks a photo. Use a document shown by the carrier’s current official list or request assisted guidance.
Can I use a school ID?
Only in a carrier-specific route. TNT says a user aged 18 or older without a valid government ID may use a current-school-year student ID; DITO lists a state university or college student ID for a student aged 18 or older. Use only the option shown by the live form.
How does a minor register without an ID?
The SIM is registered under the parent or legal guardian’s name with consent and the adult’s government-issued ID.
What if the portal rejects a genuine ID?
Ask the carrier’s assisted channel to identify the upload or authentication issue; it cannot waive the law or guarantee acceptance. PSA also provides a reporting route for National ID non-acceptance.
