You cannot complete standard Philippine SIM registration without an accepted government-issued photo ID. RA 11934 exists precisely to stop anonymous SIMs. Real options: obtain a primary ID (PhilID, Postal ID, driver’s license), register through a guardian if you are a minor, or visit a carrier store to ask about assisted flows — not buy a pre-registered SIM.
