SIM Registration for Minors: Parent and Guardian Guide
How Philippine SIM registration works for a child under 18, what the adult provides, and how carrier workflows differ.
A minor cannot register a Philippine SIM solely in the child’s own name. RA 11934 requires the SIM to be registered under the parent or guardian’s name; that adult gives consent and completes the carrier’s identity process. Prepare the parent/guardian’s valid government photo ID, access to the SIM OTP, and any relationship or consent information the carrier’s live form requests.
What the law says
Section 5 of RA 11934 states that a SIM used by a minor is registered under the name of the minor’s parent or guardian. The parent or guardian gives consent and completes the registration. The adult becomes the registered end-user responsible for keeping the record current and reporting loss, transfer or deactivation.
- The child’s school ID does not replace the parent/guardian registration rule.
- The adult must use genuine identity information and documents.
- Every ordinary SIM still needs an accurate registration record.

What the parent or guardian should prepare
- The SIM/mobile number the child will use.
- Access to the OTP on the phone, eSIM or WiFi device.
- The parent or guardian’s full legal details and current address.
- A valid government-issued photo ID accepted by the carrier.
- Consent to register the SIM under the adult’s name.
- Any relationship/guardianship information or document the live carrier flow specifically requests.
- A way to save the carrier reference or confirmation.
The law names the adult’s consent and registration. It does not establish one universal guardianship-document upload for every carrier. Follow the current carrier screen and do not upload extra family records unless requested.

Step-by-step registration for a child’s SIM
Decide which adult will hold the registration
Use the parent or legal guardian who will manage the number and can complete future carrier verification.
Open the official carrier route
Navigate from the carrier website/app and select the minor/guardian category when offered.
Verify the SIM number
Receive the OTP on the child’s phone or device. The adult should supervise without sharing the code outside the official platform.
Enter the adult registrant’s truthful information
Follow the carrier’s labels carefully. Do not put the child’s identity into fields for the registered end-user unless the form explicitly asks for child details.
Provide the adult’s ID and consent
Upload or present the accepted government ID and complete any consent/guardian attestation the carrier displays.
Review and submit
Confirm that the registered name is the intended parent/guardian and save the final reference/confirmation.
Store the record securely
Keep the SIM packaging, number and proof where the adult can access them for replacement or account changes.

Several children or several SIMs
RA 11934 does not set a numeric one-SIM-per-person limit. A parent/guardian can be the registrant for more than one minor’s ordinary SIM, but each number needs an accurate record and should be tracked separately.
- Record the number, device and child who uses it.
- Keep each carrier reference separate.
- Do not register spare SIMs for resale or hand them to an unknown person.
- Report a lost phone/SIM immediately because the adult is the registered end-user.
What happens when the child turns 18?
The law does not create an automatic birthday transfer in the carrier account. The registration remains under the adult until the carrier processes a supported ownership or information change. Ask the carrier whether it requires transfer, re-registration or account conversion for that product; do not assume a self-service change exists.

If the child’s phone or SIM is lost
The registered parent/guardian should report the loss to the carrier immediately. RA 11934 requires the carrier to deactivate a reported lost SIM within 24 hours after the report. The adult will need to pass the carrier’s identity and ownership checks for a supported replacement.

Privacy and family safety
- Explain to the child that an OTP is secret and carrier staff should not ask them to send it in chat.
- Do not post the child’s number, SIM packaging, QR code or confirmation online.
- Keep the parent/guardian’s ID image only in the official carrier flow.
- Review account-recovery contacts so a child’s device cannot reset the adult’s financial or social accounts without supervision.
- Report suspicious offers to buy a registered SIM; the National Privacy Commission warns against registration for resale.

Can a minor register a SIM in their own name?
No. The SIM is registered under the parent or guardian’s name.
Can the child use a school ID?
A school ID does not replace the legal requirement to register under the parent or guardian.
Does the parent need to own the phone?
The law focuses on the registered SIM end-user and guardian consent. The carrier may request account/device details, but the phone’s purchase ownership is not a universal registration field.
What if the online form has no minor option?
Stop and use the carrier’s official assisted support/store route. Do not enter a false adult age.
Does the registration transfer automatically at age 18?
