For foreigners with a non-tourist visa, DITO still asks for passport and Philippine address proof, plus other pertinent documents per their FAQ — for example an ACR I-Card (Alien Certificate of Registration), Alien Employment Permit, student registration/ID, or DOJ travel/admission papers for Persons of Concern.
