SIM Registration for Minors, Seniors, and PWD (2026)
Under-18 subscribers need a parent or guardian. Seniors and persons with disability can self-register or get assisted help in-store.
Minors in the Philippines cannot complete standalone SIM registration — a parent or legal guardian registers on their behalf using the guardian’s valid government ID and the minor’s details. Seniors aged 60+ and persons with disability may register using senior citizen ID or PWD ID, either alone or with a family helper present at a carrier store for assisted registration.

Age requirements under RA 11934
The SIM Registration Act requires registrants to provide valid identity. Minors lack standalone contractual capacity, so carriers require guardian registration. There is no exemption for “school SIMs” — the line must still tie to a registered identity through a guardian.
Registering a SIM for a minor
- Parent or legal guardian prepares their own valid primary ID
- Prepare minor’s details: full name, birth date, address (often matches guardian)
- Open carrier portal or visit store with the minor’s SIM
- Select guardian-assisted or minor registration path if offered
- Guardian completes OTP on guardian phone if required; minor’s SIM is the line being registered
- Keep proof of relationship if carrier asks (birth certificate, guardianship papers)
School IDs alone do not replace guardian ID for minors under 18.
Seniors and persons with disability
Self-registration
Seniors use OSCA-issued senior citizen ID; PWD subscribers use valid PWD ID. Both are primary IDs on the accepted list.
Family-assisted registration
Adult children may accompany a senior or PWD to a carrier store to help navigate the app or portal. The senior or PWD should present their own ID; the helper provides support, not their identity as the registrant (unless registering the line under helper’s name for the senior’s use — clarify with carrier staff).
Store staff are trained for assisted flows — ask for “assisted SIM registration” at the counter.
